How to Measure real life Measurements in Photoshop?


I recently got a question from one of my student and he is a dentist.

He needs to take a patient's photo, open in Photoshop and them measure some points in the photo and his questions was

" How can I make sure the measurements I'm talking represent the real world measurements?"

What settings or tools do I need to configure to be able to do this?

I really wasn't sure what to advise him, so can anyone help me with this?

​You would need a measurable anchor in three direction (X, Y, Z) then scale image to actual size (taking the photo as a macro image to begin with would be most beneficial). How would the dentist use this measurable image?
